The Higher Education Authority (HEA), a statutory body established under the Higher Education Act, 2013, is mandated to regulate and monitor standards in Higher Education Institutions (HEIs) to ensure quality services and contribute to the enhancement of human capital and accelerated national development.

DETAILED JOB DESCRIPTIONS

  1. SENIOR HUMAN RESOURCE OFFICER (1 POSITION)

JOB PURPOSE

To coordinate the implementation of human resource management and administrative functions to enhance organizational performance, ensure compliance with policies and labour regulations, and support the Manager – Human Resources and Administration in the effective delivery of departmental objectives.

PRINCIPAL ACCOUNTABILITIES

  1. Policy Implementation and Support: Supports the development, review and implementation of Human Resource and Administrative policies to provide operational guidance to staff.
  2. Human Resource Management: Coordinates implementation of human resource management functions to optimize utilization of human resources.
  3. Human Resource Development: Coordinates staff development programmes to enhance staff performance and organizational capacity.
  4. Administrative and Logistical Support Services: Coordinates provision of administrative and logistical support services to facilitate efficient operations of the Authority.
  5. Budget Support: Prepares and consolidates input into the Human Resources and Administration Section budget to support resource allocation.
  6. Monitoring and Evaluation: Supports monitoring and evaluation of departmental programmes to assess service delivery and support improvement initiatives.
  7. Workplace Wellness Programmes: Coordinates implementation of staff welfare and wellness programmes including HIV/AIDS awareness activities to promote healthy living.
  8. Payroll Management: Coordinates effective payroll administration to ensure timely and accurate processing of employee salaries and statutory deductions
  9. Performance Management: Coordinates implementation of performance management systems including the Performance Management Systems to enhance staff productivity.

MINIMUM REQUIREMENTS

Academic & Professional Qualifications

  1. Full Form V/Grade 12 Certificate or equivalent.
  2. Bachelor’s degree in human resource or related field from a recognised Higher Education Institution.
  3. Master’s degree in human resource or related field from a recognised Higher Education Institution (Added Advantage)
  4. Must be a member of ZIHRM and have a Valid Practicing License
  5. Certification in Talent Management or HR (Added Advantage)
  6. Knowledge of Human Resource Management Information Systems (Added Advantage)

Experience

  1. Five (5) years relevant experience, two (2) of which must be at Human Resource Officer level or equivalent.
