Job Purpose

To provide strategic leadership and accountability for the development, implementation and continual improvement of an integrated Safety, Health, Environment and Quality (SHEQ) management system across Barloworld Equipment Zambia’s operations. The role ensures compliance with applicable Zambian occupational health and safety, environmental, mining and related regulatory requirements, while aligning operations with Barloworld standards, relevant ISO frameworks (ISO 45001, ISO 14001 and ISO 9001) and customer mine-site requirements. It proactively identifies, assesses and controls risks arising from heavy-equipment operations, maintenance activities, fuel and hazardous-material handling, transport and contractor interfaces; leads regulatory engagement, audits, incident and near-miss investigations, emergency preparedness, training and corrective-action closure; and uses measurable SHEQ performance indicators to strengthen safety culture, environmental stewardship, quality, operational continuity and productivity.

The role is also accountable for the effective lifecycle management, statutory compliance, security, reliability and cost-efficient operation of all company facilities, property, utilities, plant and related infrastructure across Zambia. It provides strategic direction, governance, policies and maintenance standards for property and facility assets; manages service providers, capital and operating expenditure, business-continuity requirements and improvement programmes; and ensures that workplaces remain safe, compliant, secure, fit for purpose and capable of supporting uninterrupted customer service and sustainable business performance.

Key Outputs include but are not limited

  • Lead the Zambia SHEQ function, set annual priorities and provide visible leadership across all facilities, workshops, field operations and customer mine sites.
  • Ensure compliance with applicable Zambian occupational health, safety, environmental, mining and statutory requirements, customer standards and regulatory permits.
  • Embed Barloworld policies, risk frameworks, delegated authorities, ethical standards and governance controls, and promptly escalate material exposures.
  • Maintain integrated systems aligned with ISO 45001, ISO 14001 and ISO 9001, including legal registers, appointments, procedures, audits and document control.
  • Lead enterprise and operational risk assessments and verify effective critical controls for high-risk work, including LOTO, permits, lifting, traffic, mobile equipment and hazardous substances.
  • Direct incident and near-miss reporting, investigation and root-cause analysis, ensuring corrective actions are assigned, verified and closed within agreed timelines.
  • Govern contractor, transporter and service-provider SHEQ performance through prequalification, induction, monitoring, audits and consequence management.
  • Maintain site-specific emergency and crisis-response plans, conduct scheduled drills and coordinate readiness with customers, emergency services and relevant authorities.
  • Build SHEQ capability through role-based training, coaching, toolbox engagements and leadership programmes, and evaluate competence and behavioural improvement.
  • Set and monitor leading and lagging SHEQ indicators, analyse trends and issue accurate monthly reports, dashboards and improvement plans to management, customers and regulators.
  • Oversee environmental controls for waste, spills, emissions, water and hazardous materials, ensuring licence conditions, inspections and corrective actions are maintained.
  • Manage facility safety, security, statutory inspections, maintenance service providers and SHEQ budgets to support safe, reliable and cost-effective operations.
  • Partner with operational leaders and customers to eliminate repeat findings, improve audit closure, reduce significant incidents and deliver measurable continual improvement.

Minimum Job Requirements

Education

  • Full Grade 12 certificate with good grades
  • A university degree in Occupational Safety, Health and Environment or equivalent from a recognised university
  • NEBOSH or equivalent will be an added advantage
  • A Property Management qualification or exposure will be an added advantage
  • Quality Management Systems / ISO standard certification/Auditor status (ISO 45001/14001/9001 certifications.
  • Mine-safety-specific credentials or blasting safety training (if applicable)
  • Member of the ZOSHA

Experience

  • Minimum 5+ years in SHEQ roles, preferably within mining, earth-moving fleets, heavy equipment maintenance, or construction.
  • Demonstrated incident investigation (root cause, corrective actions), risk assessments, audits, and contractor management.
  • Knowledge on QA systems, best practice management and ISO requirements will be and added Advantage
  • Proven capability in physical Demonstrates robust fleet safety, maintenance, and regulatory compliance practices that enable uninterrupted to support all mines, with measurable improvements in safety metrics, equipment reliability, and contract performance.

Professional Standing

  • Professional responsible for leading Safety, Health, Environment and Quality (SHEQ) across site operations, ensuring regulatory compliance and continuous improvement.

Mobility

  • Valid driver licence and ability to travel between Barloworld Equipment Zambia locations and respond to material incidents outside normal working hours when required.

Systems & Reporting

  • Strong report-writing, data analysis and Microsoft Office skills, Maintains an integrated SHEQ management system with standardized data collection, real-time dashboards, and timely, accurate reporting to leadership, clients, and regulatory bodies

Competencies

  • Demonstrate deep knowledge of Environmental Act, EIA/EMP, WARMA, and mining regulations.
  • Identify hazards, assess risks, and implement controls; prioritize based on risk.
  • Conduct thorough investigations and apply root-cause analysis.
  • Plan and conduct internal and supplier audits; close non-conformities.
  • Develop, test, and maintain emergency plans; coordinate drills.
  • Manage waste, spills, dust, and water; align with EMS/ISO standards.
  • Oversee fleet safety, machine guarding, LOTO, permits, and PPE.
  • Ensure strong maintenance and service-process controls.
  • Prequalify and manage contractors; ensure safety alignment.
  • Communicate clearly; design and deliver training programs.
  • Design and track KPIs; build dashboards; report to leaders and clients.
  • Maintain deep knowledge of heavy equipment safety and mining interfaces.
