Responsibilities or duties

• Leading the forecasting and quantification of malaria and other health commodities using consumption, morbidity, stock status, service delivery, and programme performance data to determine accurate commodity requirements.
• Analyzing historical consumption trends, stock levels, pipeline information, programmatic targets, and facility demand to develop evidence-based procurement and supply planning recommendations.
• Leading logistics data analysis using QAT and routine logistics management information to assess stock availability, consumption patterns, reporting completeness, and commodity movement across the supply chain.
• Identifying stock imbalances, potential stockouts, overstocks, expiries, and distribution challenges, and providing actionable recommendations to strengthen allocation, redistribution, procurement, and overall commodity availability.
• Providing technical leadership in planning and implementing the 2026 ITN Mass Campaign, including micro-planning, commodity requirements, allocation, deployment, and distribution planning across targeted districts and communities.
• Developing and applying macro-logistics and distribution models to optimize ITN movement, storage capacity, delivery routes, quantities, and timelines from central warehouses to distribution points and beneficiaries.
• Leading transport planning and coordination with third-party logistics providers, ensuring adequate transport capacity, timely dispatches, route optimisation, delivery scheduling, and adherence to agreed service levels.
• Monitoring and analyzing ITN commodity movement from central warehouses through intermediate distribution points to beneficiaries, identifying delivery bottlenecks, losses, delays, and stock imbalances and coordinating timely corrective actions.
• Leading and coordinating the malaria supply chain technical team, ensuring alignment of activities, priorities, workplans, and deliverables with national malaria control objectives and available programme resources.
• Providing technical guidance on malaria commodity forecasting, quantification, procurement, distribution, inventory management, and supply chain performance to strengthen programme implementation.
• Providing technical supply chain inputs into national strategic documents, including the National Malaria Elimination Strategic Plan (NMESP) and ITN Guidelines, ensuring that supply chain requirements are appropriately incorporated.
• Providing technical supply chain input into the Global Fund GC8 grant application, including commodity requirements, logistics strategies, costing considerations, implementation approaches, and supply chain sustainability measures.
• Serving as the technical link between GRZ, USG-supported programmes, Global Fund-supported activities, implementing partners, and logistics providers, ensuring effective coordination of malaria supply chain activities.
• Facilitating technical collaboration and information exchange among stakeholders, aligning supply chain interventions, priorities, implementation plans, and resource requirements.
• Developing technical analyses, supply chain performance updates, dashboards, and decision-support materials to provide senior GRZ and USG stakeholders with timely evidence for planning and programme decisions.
• Presenting key supply chain findings, risks, gaps, and recommended actions to senior stakeholders, supporting timely resolution of implementation challenges and strengthening overall malaria programme performance.
• Providing continuous technical assistance, mentorship, and coaching to NMEC, ZAMMSA, and other key stakeholders to strengthen sustainable capacity in malaria commodity management and supply chain operations.
• Building the technical capacity of GRZ counterparts in forecasting, quantification, inventory management, distribution planning, logistics data analysis, and campaign commodity management.
• Implementing the “I Do, We Do, You Do” approach to progressively transfer malaria supply chain and campaign logistics knowledge, skills, tools, and responsibilities to GRZ counterparts.
• Supporting the institutionalization and sustainability of malaria supply chain functions by documenting lessons learned, strengthening standard operating procedures, and promoting GRZ ownership of systems and processes.

Qualifications or requirements (e.g., education, skills)

• Ordinary level (GCSE)/ Grade Twelve
• Bachelor’s degree in pharmacy, Public Health, Supply Chain Management, or related field.
• Minimum 7 years of experience in health supply chain management, with experience in malaria commodities and mass-campaign logistics.
• 7-10 years of experience in health supply chain management, with experience in malaria commodities and mass-campaign logistics.
• Experience with PEPFAR/PMI-funded programmes.
• Experience with QAT and campaign micro-planning.
• Experience contributing to Global Fund grant development.
