Overall Responsibility

The PSCSS Officer will provide technical and operational supply chain support to strengthen provincial supply chain systems and processes, support commodity management, monitor stock levels, manage supply chain data, build facility staff capacity, and coordinate with DHOs and relevant district teams.

Qualifications and Experience

Minimum Required Qualifications and Experience

• Diploma or Degree in Supply Chain Management, Logistics, Pharmacy, or related field.
• Minimum 3 years of experience in health supply chain management.
• Experience with eLMIS and supply-chain data management.
• Knowledge of facility-level supply-chain operations.

Desirable Qualifications and Experience

• Degree in related field.
• Certification in supply chain management.
• Experience with facility-level commodity management.
• Experience with DHO coordination.
• Experience with PEPFAR-supported programs.

Key Performance Areas

District & Facility Support

• Providing technical and operational supply chain support to strengthen provincial supply chain systems and processes.
• Monitoring commodity stock levels to identify and address potential stock-outs, overstocking, and expiries.
• Supporting effective commodity management to promote availability, accountability, and optimal utilization of health commodities.
• Conducting routine data quality (DQ) checks to ensure accurate, complete, and reliable supply chain information.

Data Management

• Supporting eLMIS data entry and reporting to ensure timely and accurate supply chain information.
• Conducting routine data quality checks and reconciliation to identify and address discrepancies.
• Monitoring reporting rates and following up on gaps to improve reporting completeness and timeliness.
• Supporting the closure of Corrective Action Requests (CARs) by following up on identified gaps and implementing agreed corrective actions.

Capacity Building

• Mentoring facility staff to strengthen supply chain knowledge, skills, and operational performance.
• Supporting training activities to enhance staff capacity in supply chain systems and commodity management.
• Providing ongoing coaching and mentorship to improve compliance with supply chain procedures and standards.
• Supporting competency development through on-the-job learning, practical guidance, and knowledge sharing.

Coordination

• Coordinating with DHOs and relevant district teams to strengthen supply chain implementation and performance.
• Supporting district-level coordination of supply chain activities, interventions, and reporting.
• Participating in health and supply chain coordination meetings to support planning, problem-solving, and performance improvement.
• Linking health facilities with provincial supply chain initiatives to ensure alignment, information flow, and effective implementation of interventions.
