Role Overview – Monitoring and Evaluation Officer Jobs in Lusaka

The M&E Officer will play a critical role in strengthening Circus Zambia’s monitoring, evaluation, and learning systems. Reporting to the Programs Manager and collaborating closely with the Business Manager and project teams, the successful candidate will ensure that programme impact is rigorously tracked, analysed, and communicated to support organisational learning, accountability, and growth.

Key Responsibilities

  • Monitoring, Evaluation, and Learning Systems: Develop and implement comprehensive M&E frameworks, including logical frameworks and M&E plans.
  • Collaborate with Project Managers to track outputs, outcomes, deliverables, and performance indicators.
  • Design and manage data collection tools such as surveys, interviews, focus groups, and assessments.
  • Develop innovative digital systems for data collection, storage, and management.
  • Analyse quantitative and qualitative data using statistical methods and relevant software.
  • Produce detailed monitoring and impact reports for project teams and donors.
  • Participate in project activities to ensure quality data collection and monitoring consistency.
  • Client Experience and Business Performance: Collect and analyse client feedback from performances, workshops, and camps.
  • Monitor business indicators including repeat clients, cancellations, and booking trends.
  • Maintain a central database of client information, feedback, and performance metrics.
  • Provide data-driven recommendations to enhance client satisfaction and organisational performance.
  • Organisational Impact Monitoring: Maintain participant databases and conduct annual impact assessments.
  • Document stories of change and support organisational learning through presentations to management.
  • General Duties: Provide administrative support, attend meetings and trainings, and contribute to a collaborative workplace culture.

Qualifications and Experience

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Social Sciences, or related field.
  • At least two years of experience in M&E, research, project management, or data analysis.
  • Proven experience developing monitoring frameworks, indicators, logframes, and data collection tools.
  • Strong skills in managing both quantitative and qualitative data.
  • Excellent report-writing, analytical, organisational, and time management skills.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • High attention to detail and commitment to data quality.
  • Passion for youth development, creativity, and social impact.

Technical Skills

  • Experience with KoboToolbox or similar digital data collection platforms.
  • Advanced proficiency in Microsoft Excel for data management and reporting.
  • Familiarity with SPSS or comparable statistical analysis software.
  • Basic knowledge of SQL for database querying and management.
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook).
