1. Manager, Human Resource and Administration

Job Purpose:

  • Lead the human resource function and provide administrative and logistical support to ensure the smooth operation of the Agency.

Key Responsibilities:

  • Manage human resource planning, recruitment, and staff placement processes.
  • Oversee implementation of Conditions of Service and staff welfare programs.
  • Manage payroll, staff establishment, and performance appraisal systems.
  • Provide administrative and logistical support for departmental activities.
  • Develop and monitor work plans for the Human Resource and Administration section.
  • Supervise staff and efficiently manage resources within the section.

Requirements:

  • Grade 12 School Certificate with five O Levels including English and Mathematics.
  • Bachelor’s Degree in Human Resource Management, Public Administration, or related field.
  • Master’s Degree in a relevant field is an advantage.
  • Full membership of the Zambia Institute of Human Resource Management.
  • Minimum eight years’ relevant experience, including at least three years in supervisory or managerial roles.
  • Strong knowledge of HR practices, employment law, HRIS, and performance management.
  • Excellent leadership, analytical, communication, and interpersonal skills.
  • High integrity and ability to maintain confidentiality.

2. Senior Statistician, Industrial Production

Job Purpose:

  • Coordinate the compilation, analysis, quality assurance, and dissemination of industrial production statistics across manufacturing, mining, construction, energy, and related sectors.

Key Responsibilities:

  • Produce and improve manufacturing, mining, construction, and energy statistical indicators.
  • Enhance the Index of Industrial Production and improve industrial coverage and data quality.
  • Improve business register and integrate administrative data systems.
  • Ensure compliance with statistical standards and metadata requirements.
  • Strengthen partnerships and support staff development initiatives.

Requirements:

  • Grade 12 School Certificate with five O Levels including English and Mathematics.
  • Bachelor’s Degree in Statistics, Economics, Econometrics, Mathematics, Economics and Finance, or related field.
  • Master’s Degree in Statistics, Economics, Industrial Economics, or related field is an advantage.
  • At least five years of relevant experience, including three years in supervisory roles.
  • Knowledge of industrial, mining, construction, and energy statistics.
  • Proficiency in statistical software such as Stata, SPSS, SAS, or R.
  • Advanced skills in Microsoft Excel.
  • Strong analytical and data quality management skills.

3. Senior Human Resource Officer, Training and Development

Job Purpose:

  • Support the development and implementation of capacity building and professional development programs, and provide operational support for training delivery.

Key Responsibilities:

  • Conduct Training Needs Assessments and identify skills gaps.
  • Develop and implement training plans and budgets.
  • Create training materials and support standardized training delivery.
  • Monitor and evaluate the effectiveness of training programs.
  • Organize training venues, materials, equipment, and participant lists.
  • Manage training logistics, including travel and accommodation arrangements.
  • Support facilitation, practical exercises, and post-training assessments.
  • Maintain training records and assist with reporting.
  • Liaise with training institutions, participants, venues, and service providers.

Requirements:

  • Grade 12 School Certificate with five O Levels including English and Mathematics.
  • Bachelor’s Degree in Human Resource Management, Education, Organisational Development, Business Administration, Public Administration, or related field.
  • Master’s Degree in HRM, Organisational Development, Learning and Development, or related field is an advantage.
  • Membership of the Zambia Institute of Human Resource Management.
  • Minimum five years’ relevant experience in Training, Learning and Development or Organisational Development, including three years in supervisory or management roles.
  • Knowledge of training needs analysis, curriculum design, adult learning principles, and training evaluation.
  • Familiarity with LMS, HRIS, budgeting, and vendor management.
  • Strong analytical, leadership, communication, and computer skills.

4. Senior Human Resource Management Officer

Job Purpose:

  • Supervise and manage talent management, employee relations, and compensation functions to support efficient Agency operations.

Key Responsibilities:

  • Manage human resource planning and recruitment processes.
  • Ensure timely placement of qualified staff.
  • Interpret and implement Conditions of Service.
  • Prepare payroll inputs and manage staff establishment.
  • Develop and implement staff welfare programs.
  • Monitor work plans and performance appraisal systems.
  • Supervise staff and manage resources within the section.
  • Maintain HRIS and prepare required reports.
  • Provide leadership on workforce risks, costs, and opportunities.

Requirements:

  • Grade 12 School Certificate with five O Levels including English and Mathematics.
  • Bachelor’s Degree in Human Resource Management, Public Administration, or related field.
  • Master’s Degree in a relevant field is an advantage.
  • Full membership of the Zambia Institute of Human Resource Management.
