Position Overview and Responsibilities
Reporting to the Regional Security Officer (RSO) and Assistant Regional Security Officer (ARSO), the Local Guard Coordinator (LGC) is responsible for the first-line management of the local guard contract, personnel, and resources. This role plays a critical part in the facility defense and reaction plans across all U.S. Government locations under Chief of Mission authority.
The key responsibilities include:
- Local Guard Contract Administration (40%): Advise on contractual, operational, and financial aspects of the local guard program. Assist in budget formulation, monitoring, and adjustments based on economic conditions. Serve as Government Technical Monitor for contract oversight.
- Local Guard Program Operation Management (40%):
- Daily supervision of contract guards, documentation of performance, and invoice review.
- Support initial and refresher training covering security protocols, emergency response, and equipment use.
- Manage inventory and maintenance of government and contractor equipment including security devices and vehicles.
- Operate official vehicles as required, complying with established regulations.
- Security Program Assistance and Support (20%):
- Maintain liaison with host-government security officials and American community security professionals.
- Coordinate and plan security response exercises and joint drills with host security forces.
Qualifications and Requirements for Local Guard Coordinator Jobs in Lusaka
Candidates must be able to obtain and maintain a Public Trust security clearance and successfully complete a background investigation and pre-employment medical exam. The selected applicant should be available to start within six weeks of clearance authorization.
- Education: Completion of at least two years of full-time post-secondary education at a college or university.
- Experience: Minimum of three years in budget management, fiscal processes, and contract administration within commercial security, law enforcement, or military sectors.
- Language: Proficient in spoken, written, and reading English and Nyanja or Bemba.
- Job Knowledge: Strong expertise in physical security, contract management, community policing models, defensive security planning, and standard security equipment.
- Skills and Abilities:
- Analytical skills to assess security systems and institutional capabilities.
- Sound judgment in complex, high-pressure environments.
- Effective communication and presentation skills for diverse stakeholders.
- Ability to maintain composure under pressure and during adversarial discussions.
- Basic proficiency with security protective equipment.
