The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. The Just and Climate-Resilient Urban Development and Decentralisation in Zambia Programme (CitiZen+D), implemented by GIZ on behalf of the German Government, supports Zambia’s efforts towards sustainable urban development and effective decentralisation through four key intervention areas:

1. Strengthening the coordination, planning and implementation capacities of selected cities to promote equitable and climate-resilient urban development.
2. Enhancing the financial capacities of selected cities to improve their ability to plan, finance and implement equitable and climate-resilient urban development initiatives.
3. Promoting inclusive participation of civil society actors, particularly women, in processes that contribute to equitable and climate-resilient urban development.
4. Facilitating professional exchange and knowledge sharing between government institutions and civil society actors on effective approaches and practices for equitable and climate-resilient urban development.

At the national level, the Programme works in partnership with the Decentralisation Secretariat at Cabinet Office and the Ministry of Local Government and Rural Development. At the local level, it collaborates with selected local authorities in Lusaka Province (Lusaka City), Southern Province (Mazabuka, Choma and Livingstone), and Luapula Province (Mansa and Samfya) to strengthen capacities and support the implementation of inclusive, climate-resilient urban development approaches.

In this context, the project is seeking a suitable candidate for the following position:

Local Government Finance and Revenue Management Advisor – Band 4 (based in Choma)

REF: GIZ_CitiZen+D_LGFRMA

Main tasks and responsibilities:

• To monitor and report about the performance of accounting functions of the partner councils including their technical capacity to track and analyse resource allocations (financial and non-financial) and expenditure in selected markets, management of solid waste collection and in the implementation of Local Area Plans
• Facilitate the use of efficient processes for collection of own sources of revenue that is based on public service delivery including the promotion of mechanisms for the use of cost recovery service delivery models in partner councils
• Provide technical advice in the establishment and formalisation of an asset maintenance and renewal financing system in selected markets of partners councils
• Facilitate the use of digital tools in revenue management to enhance collection efficiency and processes including data quality assurance and reliability, monitoring and reporting of increases in own source revenues in partner councils
• To support the partner council in dialogue and engagement processes in finance and revenue management processes between the partner Councils and key stakeholders including, the local political leadership, citizens, marketeers and traders in markets, business owners, service providers and entrepreneurs
• Contribute to operational planning, M&E, reporting, PR, and overall management of the project where required

Qualifications and Requirements:

• Bachelor’ degree in Accounting, Finance or Business Administration
• Master’s degree preferred
• Full Zambia Institute of Chartered Accountants qualification/certification (CA Zambia, ACCA, CIMA, or equivalent recognised by ZICA)
• Active Membership with ZICA with a valid practicing license
• Verified academic certificates by Zambia Qualifications Authority (ZAQA)

Professional experience:

• Minimum 5 years of work experience in progressive accounting (move from processing transactions to managing the entire financial function and advising senior management)
• Experience in local government finance
• Practical experience in using computerized accounting and digital revenue management systems
• Practical experience in fixed asset accounting, including asset recognition, depreciation, impairment, disposals, and maintenance of fixed asset registers
• Experience in project management and multi-stakeholder engagement
• Experience in coordinating financial functions

Other knowledge and additional competences:

• Electronic revenue management and payment systems,
• Use of accounting software,
• Use of electronic financial reporting tools,

The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
