About the Chief Operating Officer Role

Reporting at the executive level, the COO will act as CIDRZ’s organizational integrator, ensuring seamless alignment of strategy with operational execution. The successful candidate will lead cross-functional teams across support functions, including procurement, HR, IT, security, and facilities management, fostering collaboration and accountability to meet programme demands efficiently and compliantly.

Key Responsibilities of the Chief Operating Officer

• Translate CIDRZ’s strategic objectives into clear operational priorities and oversee annual planning and delivery.
• Drive organizational performance by resolving cross-departmental challenges and streamlining processes.
• Collaborate closely with the Chief Financial Officer on budgeting, resource allocation, and financial planning.
• Manage administrative and corporate support services, establishing high service standards.
• Lead initiatives to improve operational efficiency, including technology and information system enhancements such as HRIS and electronic procurement.
• Implement and maintain a robust compliance framework covering donor, contractual, statutory, and regulatory requirements.
• Identify and mitigate risks related to business continuity, security, cybersecurity, and supply chain management.
• Strengthen procurement, logistics, fleet, asset, and facilities management systems.
• Develop and promote talent strategies that encourage accountability and high performance.
• Foster a culture of compliance and performance across programme and administrative teams.

Qualifications and Experience Required

• MBA or Master’s degree in Non-Profit Management or a related field.
• 10 to 15 years of senior leadership experience, preferably within NGOs or large organizations with annual budgets exceeding US$25 million.
• Proven track record managing government contracts and international donor relationships.
• Comprehensive operational expertise beyond financial management, including cross-functional team leadership.
• Experience in procurement, HR, IT, security, and facilities management.
• Demonstrated ability to lead organizational change.
• Familiarity with the Zambian operational environment and health or development sectors.

Core Competencies for Success

The ideal candidate will demonstrate strengths in strategic execution, operational problem-solving, financial literacy, risk management, and people leadership. Proficiency in negotiation, process improvement, change management, stakeholder engagement, and data-driven decision-making is essential. Comfort working across technical and non-technical teams and strong knowledge of ERP systems, GAAP/accrual accounting, and advanced project and financial management software are highly desirable.
